Norfolk City Criminal History is a private reference resource, not a records office. Official Norfolk City criminal records must come from the police, Sheriff, appropriate court clerk, or Virginia agency that maintains them. The contacts below route each common record type to its actual custodian. Norfolk is an independent Virginia city that performs county-equivalent functions under its own local authority.

This Is Not a Government Office. We operate an independent reference site. We cannot retrieve an official criminal record, conduct a state background check, correct or clear an entry, issue a certified copy, or receive an expungement filing. The agency or court that owns the record must handle those services.

Use the record type to choose the correct Norfolk City or Virginia office:

  • Arrest, booking, and jail records: the Norfolk Sheriff keeps jail and custody files. Norfolk City Jail is at 811 E. City Hall Avenue, and its 757-664-4700 line is available around the clock. Sheriff administrative and FOIA staff temporarily work from 538 Front Street.
  • Police reports and incident records: Norfolk Police Central Records serves the public at 3661 E. Virginia Beach Boulevard, Norfolk, VA 23502. Call 757-664-7012; counter hours are 9 a.m.–3 p.m. Formal police requests use the City Public Safety FOIA channel.
  • Virginia criminal-history reports: contact the Virginia Department of State Police Criminal Justice Information Services Division, Central Criminal Records Exchange. CARE handles the SP-167 public request process at 804-674-3720.
  • Official name-based checks: generate the VSP SP-167 form, complete the required notarization, and mail it to VSP CARE, 7700 Midlothian Turnpike, North Chesterfield, VA 23235. Results follow the mail process rather than a public online result search.
  • Expungement or sealing: qualifying Norfolk matters begin with the court that handled the case. A Norfolk Circuit Court petition is filed through the seventh-floor clerk, while eligibility depends on the current Virginia statute and case outcome.

Send police arrest or incident files to Norfolk Police, but send historical booking and Sheriff operational records to the Norfolk Sheriff’s separate FOIA channel. The jail remains at 811 E. City Hall Avenue despite the temporary move of administrative staff to 538 Front Street. Clerk hours and public-counter hours differ, so verify them with the office before visiting.
